Overview:

Ascension Global Solutions has an exciting new opportunity for an SDA Radar Systems Acquisition Program Manager providing Advisory and Assistance services supporting the Phased Array Radar Systems Portfolio of the US Space Force, Space Operations Command, Mission Delta 2 (USSF SpOC/MD2). You will provide programmatic and technical support for programs in the Phased Array Radar Systems Portfolio.  The portfolio includes Eglin Radar, Space Fence, C-Band Radar, and other systems and initiatives.

SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict.

Mission Delta 2 (USSF SpOC/MD2) executes system operations, sustainment, and modernization ground-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system, and subsystem engineering, maintenance and supply support, and fielding.

AGS provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering and Integration.  These tasks are executed laterally with USSF SpOC/MD2 depot and development contractors and with SDA stakeholders.

This is a full-time position at 2424 Garden of the Gods Road and Peterson SFB in Colorado Springs, CO with an opportunity to telework up to 2 days per week at the discretion of the Government.

Responsibilities:

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Radar Systems Acquisition Program Manager, you will support the Government Program Manager in all aspects of Program Management including developing requirements, releasing solicitations, evaluating and scoring responses, developing action plans and schedules, and all aspects of the Program Planning and Budget Execution cycle, requesting, planning and monitoring the execution of project funding.  Duties include, but are not limited to:

  • Provide acquisition support: assist in developing acquisition strategies, cost estimations, requirements, statements of work, and requests for proposal; review and provide technical evaluation of vendor proposals for sustainment, contractor re-competes, new acquisitions, upgrades and modifications; prepare and staff required program and contract documents; interact with financial, contract, scheduling, risk management, and execution activities and personnel
  • Oversee and facilitate MD2 sustainment and modification budgets for program managers; develop and edit program inputs in the Comprehensive Cost and Requirement (CCaR) and Centralized Access for Data Exchange (CAFDEx) systems to facilitate a final government budget and justification for each budget
  • Support, review and provide comments/input to, the development of overarching system design documentation to include: technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); ICDs; and system specifications
  • Support the Government at technical interchange meetings (TIMs), design reviews, provisioning conference, tech order in-process reviews (IPRs), test readiness reviews, event scheduling, internal staff meetings, Integrated Product Team (IPT) meetings, working groups, and informal meetings; interface with contractor program management and technical personnel
  • Organize and support working group meetings across multiple organizations; research, provide recommended solutions and/or resolve questions, issues, and risks identified in IPT meetings; develop and provide recommended actions to the Government Program Management team and to Portfolio and Division senior management; coordinate with prime contractors, depot contractors, and Government functional teams
  • Develop strategies, plans and packages for classified and unclassified document submissions and facilitate associated life cycle cost planning and benefit analyses, partnering, acquisition of data rights, and provisioning; staff packages through process and follow through final approval
  • Review and provide relevant critical feedback on contractor prepared schedules, budgets, development and test plans; provide program oversight support to the Government team; prepare briefings, reports, and informational analyses in support of the Division’s programs; identify and prepare consolidated lessons learned reports from applicable related programs for Directorate and SMC reviews
  • Travel to CONUS and OCONUS locations upon government direction
  • Other duties as requested by the Government and within the constraints of the S3 contract

Qualifications:

Citizenship: Must be a US citizen

Minimum Required Qualifications

  • Clearance:  DoD Secret clearance, able to obtain a DoD TS/SCI clearance
  • Education:  Bachelor’s degree or higher in a relevant field
  • Certifications:  DAU Program Management Level 1 or equivalent
  • Years of Experience:  4 or more years of Program Management experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization
  • Interpersonal Skills: Exceptional professionalism and proven experience exercising discretion and confidentiality with sensitive organizational and personal information

Preferred Qualifications

  • Clearance:  DoD TS/SCI clearance
  • Education:  Master’s degree or higher in a relevant field
  • Certifications:  DAU Program Management Level 2, PMP, or equivalent
  • Years of Experience:  8 or more years of Program Management experience with 4 or more years in Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization
  • Other:  Prior experience as an A&AS contractor

 

Salary Range: $120,000-$125,000

Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
